Noel Jusay Lacsamana, MD
A little different. A little surprising. And most definitely out of the ordinary. That’s the story of Dr. Noel Jusay Lacsamana now considered one of the country’s best eye specialist. Dr. Lacsamana was born and raised in Pampanga by his parents. He obtained his pre-med B.S. in Biology at the Ateneo de Manila and a full scholar at the Fatima College of Medicine and trained at the St. Luke’s Institute of Ophthalmology.
After graduating from grade school, he qualified in a high school given by the provincial board and Governor of the Province of Pampanga. Among his privileges was a stipend intended for transportation/fare from home to school and meal allowance. He told the Lady Provincial Governor that the school is just across from their house and he eats his meals at home, so instead of getting his stipend, may it just be spent on another scholarship slot for an extra student to be sent to school. The Governor replied, “If you do that, you will be the youngest philanthropist”.
Noel graduated number one in his pre-med batch at the Ateneo de Manila. In college, he learned the basics of entrepreneurship……he ran a string of small businesses in the campus dorm where he sold shirts, sandwiches, Pampanga lanterns and had special tutorial classes and whatnot…. His good grades qualified him to a full scholarship at the Fatima College of medicine. Mrs. Juliet O. Santos, the founder of the Fatima University made him an offer he could not refuse. All he had to do was study hard and to be included in the top of the national medical board exams. He complied, with flying colors. While at med school, he continued his small businesses, making, distributing and selling reviewers for med students in the various universities. He also established a jewelry business specializing in college rings again sold in various universities.
He went to the University of the Philippines Philippine General Hospital for his internship training. He was one of the most outstanding interns in his batch. He taught pharmacology at the Fatima College of Medicine before he trained at St. Luke’s Institute of Ophthalmology. He made several scientific researches during residency training. His line of interest is on anterior segment surgery, corneal transplant, cataract and laser and surgery.
In 1997 the young eye doctor established the International Eye Center, IEC in San Fernando Pampanga. The Center was the most complete ophthalmic facility north of Manila. At that time Pampanga was just recovering from the Mt. Pinatubo eruption. He would bring his patients from the province to be treated and operated at St. Luke’s. He turned the tide around by encouraging patients from the metropolis to travel to Pampanga for their eye treatment. Word of mouth spread rapidly and in no time the majority of his patients came from the city and various islands and provinces of the Philippines. Now a good number of foreigners come to IEC for laser eye correction and cataract surgery. He keeps skills and instruments updated to give people from all over the reason to travel to Pampanga for treatment. He is a pioneer in the medical tourism industry in the region.
His goal to make people SEE, LOOK and FEEL better applies to all that come to is center from the humblest to those in high places in society.
Dr. Lacsamana’s determination to promote health & wellness has given inspiration to a lot of people. His many facets and passion have been recognized by numerous organizations which bestowed on him memberships in different government & private institutions. His effort in furthering help has been awarded many times over.

To this day, the Doctor continues his mission and by the last quarter of 2009, a state of the art hospital opened in Olongapo City with a distinguished doctor as President and CEO. Dr. Lacsamana’s outstanding leadership has enabled him to help people and be a pride to his family, community and country.
